Объясните как можно понятнее, почему в предложении "Doctors are paid a lot" мы ставим are, это же не present continuous, а если предложение не в present continuous, то перед глаголом am,is,are не ставится, или я что-то путаю?

Это passive voice.
В Present Continuous это am/is/are + 3я форма глагола
И переводится тогда не "Доктора платят много", а "Докторам платят много"

Путаете. Здесь ДОКТОРА во множественном числе, поэтому are.
