Многие исследователи считают главной причиной водного кризиса – рост населения. При неизменных водных ресурсах население Центральной Азии резко возросло: Таджикистана – в 10,2 раза, Узбекистана – в 6,5 раз, Туркменистана – в 6,5 раз, Киргизии и Казахстана – в 7,2 раза. В итоге многоводный Таджикистан в расчете на 1 человека имеет обеспеченность водой в 2 раза меньше, чем Россия. Отдельные регионы Центральной Азии имеют катастрофически низкие показатели.

Таким образом, водная проблема в Центральной Азии не может быть решена традиционными экстенсивными мерами. Необходима коренная перестройка сельского хозяйства, использование современных водосберегающих технологий в промышленности, введение современных очистных сооружений и решении ряда социальных проблем, технологически с водной проблемой не связанных. 

Одной из важных проблем является исчезновение Арала как символ негативных процессов в Центральной Азии. Более 90 % водных ресурсов бассейна Аральского моря используется орошаемым земледелием и обеспечивает занятость более 60 % населения. В решении социально-экономических проблем исключительно важное место занимает бассейн Амударьи, располагающий около 60% водными и 70% гидроэнергетическими ресурсами региона.
