Early libraries were few and they were used only by scientists. Soon there were more of them and they were used by the public. In the 19th century, a proper system of public libraries appeared. The library was founded in 1800 in Washington, D.C., for use by Congress, and later became a public library. The national library dates from the 17th century, and the British Museum library was founded in the 18th century. The state public library in Moscow was founded in 1862 and has a unique collection of books.
