$E= frac{k}{varepsilon } frac{q}{R ^{2} }$

диэлектрическая проницаемость керосина

$varepsilon =2.1$

подставляем. считаем

$E= frac{9*10 ^{9} }{2.1} frac{21*10 ^{-6} }{3 ^{2} } =10 ^{4} =10000V/m=10kV/m$ Ответ
