Сама ідея скликання в Києві навесні 1917 року З’їзду поневолених народів була спрямована на об'єднання представників різних національностей в імперії Росії для висловлення своїх політичних та соціокультурних амбіцій. Ця ідея відповідала тодішнім демократичним настроям та прагненням національних меншин до самовизначення.

Однак, на практиці, З’їзд поневолених народів не зміг досягти своїх цілей через загальний розпад Російської імперії і виникнення громадянської війни. Таким чином, ідея цього З’їзду була важливим кроком у розвитку національних рухів в імперії Росії, але не вдалася через складні події того часу.
