Відповідь:У ранній період свого існування імперія мала характер феодально-теократичної держави, а імператори претендували на найвищу владу в західному християнському світі. Посилення папського престолу і багатовікова боротьба за володіння Італією при одночасному зростанні могутності територіальних князів у Німеччині значно послабили центральну владу в імперії. В період пізнього середньовіччя запанували тенденції дезінтеграції, які погрожували перетворити Священну Римську імперію на конгломерат напівнезалежних утворень. Однак проведена наприкінці XV — початку XVI століття «імперська реформа» дозволила посилити єдність держави і сформувати новий баланс влади між імператором і суспільством, що дозволило імперії відносно успішно конкурувати з національними державами Західної Європи
