It was founded in 1914 as the city of Belotsarsk. This toponym reflected the characteristic naming of the Moscow tsar for the peoples of the East — "The White Tsar". After the revolution, the city was renamed Khem-Beldir in 1918. This toponym reflected the geographical features of the location of the city: tuv. khem — "river", tuv. beldir — "confluence place", which indicated the confluence of the rivers Biy-Khem ("big river") and Kaa-Khem ("small river"); in the Russian-speaking tradition, these rivers are known as the Big and Small Yenisei, respectively, by their confluence the Yenisei proper is formed. In 1926, the Tuvan People's Republic concluded a friendship treaty with the USSR, and as a sign of this friendship, the capital of the country was renamed Kyzyl (Tuvan "red")[2].
