In the picture we can see a huge hall. All people are sitting at the table. They are formally dressed. I thing it is an official reception.
1. Probably it is a ball or a Queen's birthday. 
2. I wouldn't like to visit such formal dinner because ther are so many rules you have to follow there. I usually feel uncomfortable in the situations like this.
