При каких условиях авария может перерасти в катастрофу или чрезвычайное происшествие?

Авария - происшествие без жертв
Катастрофа - с жертвами, вернее погибшими.
ЧС - если есть угроза населению, например взорвался хим завод.
если рассматривать дорожную авария, к примеру авария с участием грузовиков с пропаном бензином хим эл-ми. В общем, то когда после аварии её последствия угрожают жизни людей не "задействованых" в аварии или катастрофе.
