решение с использованием правила Лопиталя
согласно этому правилу, при неопределенности 0/0 или ∞/∞ нужно найти производные числителя и знаменателя и попытаться найти предел.
Иными словами,
 lim_{x to 0}  frac{f'(x)}{g'(x)}
Если вновь появляется неопределенность, то повторить операцию. 
В данном случае неопределенность 0/0
lim_{x to 0} frac{(3x)'}{(arctg4x)'} = frac{3}{ frac{4}{1+(4x)^2} } = frac{3(1+(4x)^2)}{4} = frac{3(1+(4*0)^2)}{4} = frac{3}{4}
