В воспоминаниях М . Горбачева говорится: "Речь шла не о революции,а именно о совершенствовании системы. Тогда мы верили в такую возможность" Действительно ли существовала возможность усовершенствовать советскую политическую систему,не меняя ее сущности.Или правы те,кто,подобно самому Горбачеву,пришел к выводу: сложившаяся в 30-е гг. система власти и демократия несовместимы?

Попытки усовершенствовать  не только политическую, но и экономическую систему предпринималось задолго до Горбачева.Первый такие попытки предпринял Хрущев в конце 1960 года
